The Department for Business, Energy & Industrial Strategy (BEIS) has just published draft guidance, application form, Grant Funding Agreement, Data Sharing Agreement, Privacy Notice and clarification questions for Wave 2.1 of the Social Housing Decarbonisation Fund (SHDF), a grant scheme which is expected to open to applications from social landlords in late August/early September 2022.
Local authorities, combined authorities, and registered providers of social housing (including housing associations and arms-length management organisations (ALMOs) that are registered providers) will be able to apply directly to the Fund.
The Department is not planning further changes, particularly to policy design. However, it recognises that there may be further clarification questions from landlords that need to be addressed before finalising the documents and is therefore seeking further questions and comments on the scheme by Friday 12th August 2022. The Social Housing Decarbonisation Fund (SHDF) is designed to upgrade a significant amount of the social housing stock currently below Energy Performance Certificate (EPC) C up to that standard. It will support the installation of energy performance measures in social homes in England, and help:
o Deliver warm, energy-efficient homes.
o Reduce carbon emissions.
o Tackle fuel poverty.
o Support green jobs.
o Develop the retrofit sector, and
o improve the comfort, health and well-being of social housing tenants.
£800 million has been committed for the SHDF as part of the 2021 Spending Review settlement. The Wave 2.1 competition will allocate as much of this funding as possible to support the installation of energy performance measures in social homes in England.
BEIS is encouraging eligible applicants to start preparing and building partnerships now. For support with bid development, please visit the Social Housing Retrofit Accelerator and complete a self-assessment. Applicants will also have access to useful resources and events on retrofit in general and the SHDF application process in particular.
The delivery window for the Social Housing Decarbonisation Fund Wave 2.1 will run to 30 June 2025.
